The Auditor General’s report on the Ministry of Lands for the year 2011 reveals a record of colossal mismanagement. The Ministry of lands is supposed to administer Crown land leases the way the iTLTB administers lease on iTaukei land. And if you thought the iTLTB were inefficient, the Ministry of lands showed itself to be the do-nothing champions of all government bodies. The Auditor found that between 2010 and 2011 arrears in rent on Crown leases increased by 43%. Ministry staff did not carry out reassessments of rents as they should have and they ignored breaches of lease conditions by tenants. When leases expired, tenants were not offered renewal but the Ministry continued to collect rent. Yet in 2009 Bainimarama gave this incompetent manager control of the Land Bank which can exercise unrestricted power over leasing of i-Taukei land.
