Wanted: 14 reliable lackeys

Bainimarama took from the Provincial Councils the right to elect their Chairman but 14 Provincial Councils still don’t have Chairmen. It looks like the dictator hasn’t been able to find 14 reliable lackeys to fill the vacant Chairman positions. He doesn’t know who he can trust.
