Why were voter registrations lower in some areas?

Voter registration is resuming in Naitasiri, Rewa, Ba and Macuata because the registrations were lower in those areas than in other areas. But why was this? Why didn’t Khaiyum keep the registration process going until they had registered all voters? Khaiyum simply doesn’t understand that it’s not easy for rural iTaukei voters to get to the registration point with all the necessary papers. How many Fijian village women over 60 does he think have Passports, Driver licences, FNPF cards, Employment cards (with Photo ID) or Social Welfare cards?

    This is like the old slave states in the deep South of America where black voters were prevented from registering by all sorts of cunning rules. The result was that areas with black majorities ‘elected’ white supremacist representatives.
